Is there a mod to fix that? That is not part of a super mod?

Actually i did it myself.

If you are interseted open up "Data\Library\USSubParts\Sensors_sub_US.sim" with Silent 3ditor. Edit the sensor data under item 48. Change MaxSensorHeight from 0 to -10.

Hydrophone won't work until you are atleast 10m deep.

The hydrophone working on the surface may be intentional. The subject has come up from time to time and I can't remember all the discussions, but below is a thread that has some info on the matter:
