FAA ?? Have they something to say about your build and eventually test flight ?

I'm pretty sure these would fall under ultralight aircraft, which as long as you operate them within certain limits don't require any special licensing.

I'd rather have a drummer for a neighbor. That is the most annoying contraption I can think of.

I'd also be loathe to call it a hovercraft, surely it's a form of VTOL aircraft? Reminds me a bit of the Flying Bedstead.
