Both names have connotations for the Chinese - the IJN's old armoured cruiser Izumo became flagship of the 3rd Fleet when the First Shanghai Incident broke out in 1932. From then until the start of the Pacific War, Izumo was THE iconic symbol of the IJN's presence in central China as she lay at anchor off Shanghai.
Kaga also participated in the First Shanghai Incident, its A1N fighters notching up the first confirmed aerial victory for the IJNAF when they shot down American aviator Robert Short, who was flying the Boeing 218 demonstrator that had recently been bought by the Chinese. It was also an active participant in the Second Sino-Japanese War starting in 1937 and was the first to field the then brand new A5M Claude in combat.
Judging from the naming pattern that the JMSDF appears to use (classical provinces for the DDH's, mountains for the Aegis DDG's), I'm half expecting Akagi to be reused on one of the new 27DD/Improved-Atago class destroyers.:hmmm:
