Problem with orders

Hi I'm new to the forum and decided to get some help with an irritating problem. I'm in the middle of a selected mission and I've run out of ammo. Unfortunately it seems I cant resupply. I tried to resupply at Heglioland but no luck.

You should be able to refit in Heligoland.
Have you fired any torpedo's?
