Preventing things from getting worse is your top priority. So you want to stop leaks. The next thing is to get rid of the water and get the boat stable. After that, it's all relative to what's damaged most and your needs.
In general, the order I use is: repair bulkheads, in order of worse damage to least damage; repair the water pump; repair batteries; repair engines; repair any navigational equipment; repair any detection or targeting equipment; repair torpedo tubes; finally after able to surface, repair any external equipment damaged.
You need to be at full battle stations for maximum repair efficiency. The individual compartment crews will repair what is in that compartment. The damage control team will repair what is first on the repair priority list.
If the damage is minor, I don't worry about it and let the watch crew do the repair.
Yup, that's a great summary! Make sure that you have an officer with high leadership skill in the first slot of the damage control team, and always check which items are prioritized. Also, besides the damage control team, make sure that you have regular crew in damaged compartments as well and they're at high efficiency as much as possible. I believe compartment efficiency also plays an important role in speed of repairs, so don't empty out compartments to staff your repair team.

I was going to post much the same thing, but my instances of emergency damage repairs are rather small. Not to mention, I might have had it wrong, but fireftr18's post is what I do as well.

Typically you can find a (petty) officer with good gunnery skills, and put him in charge of your Damage Control team when submerged and AA when surfaced. You can use the other gun crew and watchmen similarly

I use one of my control room officers. They usually have a pretty good mechanical skill, and I find you don't really need all 3 in there when at battle stations.
Besides, when you're in a gunfight is one of the times you're most likely to need a damage control team ;).
