sailors on my sub were blue highlighed when i pulled into brest ? they were promoted ? thanks

Not exactly...

It means they are eligible for some kind of advancement, be it a promotion in rank, a medal award, or a qualification.

Those who are not highlighted in blue cannot be given medals, trades, or promotions, as they have 'hit the ceiling', so to speak.
