Handing out qualifications

I'm at the beginning of my career, end of 2nd patrol, and am beginning to hand out qualifications. A few questions..
If I wanted to improve hydrophone efficiency, would I give the "Radioman" qualification to a petty officer and stick him into the "Sonar" slot in the Sonar and Radio compartment?
On the bridge, I know that placing a petty officer, with a gunner or flak qualification in a deck gun/flak slot enhances gunnery efficiency, but would also giving the bridge lookout Officer a gunnery or flak qualification further enhance efficiency for one or the other?

Yes to all. Having a qualified officer to supervise always helps. A Radio-qualified PO in the Radio-Sound station is pretty much necessary.

My early war default qualification for the officers:

Bridge: Watchman, Gunner, Flak Gunner. Once my deck gun goes away (about 1943), I change from Gunner to Repair.

L.I.: Mechanic, Repair

NAV: Watchman, Helmsman, Medic

WEPS: Watchman, Gunner, Torpedoman

Since there is no such thing as an unqualified Petty Officer, I have edited all 12 of the default Data/cfg/crew_cfg_**_*.cfg files (3 for for each sub type) to fully qualify all the POs from the beginning.
