I finally got my S-18 Class USS S-31 To the East celebes sea...And seems to be no ships...Now what? anyone know where there are the most ships in that area?

Much depends on your mods, time of year, etc....However, if you're playing stock traffic can be dang near anywhere at anytime, but generally that's a busy area...

You shouldn't expect ships to come along every day; the enemy doesn't have that many. Think in terms of weeks, not days. A certain amount of patience is required to be a successful submarine skipper.

Chokepoints are ideal. Enemy shipping will generally choose the shortest distance between their ports of departure and arrival; you can try to plot likely routes between major enemy ports, and sit astride them. In that area, you might look for ships hooking around the southern end of the Philippines.

Stock game you get orders to "engage and destroy enemy merchants in Celebes" it really pays zero attention to where you actually sink the ships, you can sail off to Tokyo Bay to get the required tonnage and it still qualifies as mission accomplished. Historically it's cheating, but what I do for that mission is exit the Celebes Sea to the east, then follow the east coast of Luzon north to Luzon Straits. There's a lot of unescorted freighters cruising up and down the east coast of Luzon.

Good mods will limit your distance from objective in sinking ships in order to get the objective complete. Some are as little 50nm while others can go out as far as 150-200nm away from the objective center.
Once you have a few good mods and learn the shipping lanes it isn't hard to fulfill that objective.
Chokepoints are ideal. Enemy shipping will generally choose the shortest distance between their ports of departure and arrival...
For the Celebes Sea your ideal choke point is in the North West; there's the only deep water passage to the north. Less ideal is the South between Borneo (Kalimantan) and Celebes (Sulawesi) and of course you can also patrol the Eastern passage, but that is wide open. In my experience (may be just random) when patrolling the Eastern "border" stay close to the Northern end of it.
