I am running TMO 2.5, RSRDC, and OTC 1.5. No matter when I start a campaign, the Measure 32 is not one of my options. Two questions. 1. Does it matter in the game play? and 2. If it does, what am I doing wrong?

The paint scheme doesn't affect the spotting characteristics of the AI. As far as not having it available, I'm not sure whats wrong. Someone with more experience should be able to answer that question.

It states in the description (in-game) that it doesn't affect the AI.

Try starting a campaign dating late 1943. According to the description in-game, the US navy have adapted that scheme in late 1943. If it doesn't work, add Traveller's Mod to your mod setup. I have that installed and I can access that paint scheme as early as 1941.

This is a great site: http://www.shipcamouflage.com/submarines.htm This gives the paint measures of all subs (if available) and the year the measures were adopted. You will notice that some subs didn't adopt the Measure 32 paint scheme until 45'.
This site is a wealth of information for folks who Mod, or build models!

I don't have any detailed knowledge of paint schemes, but I recall Red Ramage (iirc), said the new gray camo that they started using was very effective. His boat had to rendezvous with the other boats of the pack, and even though they knew when and where they would be coming, they only spotted them after they were very close.

That's odd, with TMO you should have the option at the beginning of the game.

Richard O'Kane had said the same thing. At first he turned down the paint scheme, until he had to meet up with another boat mid-ocean. They only seen the other boat but the white water generated by it.
