What are the differences between sh4 wolves of the pacific and sh4 wolves of the pacific u boat missions. They are both on steam and both cost 10$ but i do not know which one to get. So what are the differences between the two games?

The stock game is version 1.4, and it only allows gameplay in the Pacific. The 'Gold' version, with U-Boat Missions, is version 1.5, and it corrects some flaws from the earlier version and adds u-boats to the mix, via the Monsun campaign in the Pacific starting in 1943. This opens things up for the supermod Operation Monsun, which adds a complete Atlantic u-boat campaign system for the 1939-1945 war.
Be wary, however. The $10 u-boat missions version you describe sounds like it may be just the u-boat add-on, which means you'll need both versions to play the u-boats. If you can post a link to the exact version you're looking at we can easily tell you which one it is.
In addition to what the wise man said, you'll be better off getting the U-boat add-on even if, like me, you have no interest in playing the U-boats. Aside from bug fixes, almost all the mods you can find now will only work on the 1.5 version, so if you even think of loading a mod, you'll need it.

It's in steam and they are both 10$ and one more question, which one has better graphics

Just put a search on 'Silent Hunter 4 Gold Edition Download' and you will find it easily from various sources like Gamersgate etc.
