Trying to find a place that lists the enemies and neutrals for each time line anyone know where that would be i searched

If you have GWX installed, there is "flaggen" tab in the upper left corner of your periscope/UZO display. Drag it and find flag in question.
If you play stock all ships are coloured on navigation map.

A bit obvious maybe, but the cities within the countries are marked red on the map for enemies, green for neutral and blue for allies.

I've got GWX, but also Hitman Optics, which I guess got rid of my flag map.
You can also press F1 to see Enemies of Germany, and the dates they become so.
You can thumb through the nationalities of the recognition manual to match flags to countries.

Well, this is probably cheating, but I have no idea how to avoid it.
Let's suppose that you see a flag and you believe that the vessel is neutral. Accordingly you ignore it and just proceed on your course. You will find that you cannot advance your TC more than 32 and the number shows orange on my screen. When they spot you, they will immediately start to zigzag and your TC will drop to 8.
This is especially annoying when you find a sailboat in the rain or just decide not to shoot it.

Actually you can customize the TC settings both with SH3Commander or by hand, editing a "now-I-do-not-remeber-which-one" .cfg file (a text file) in the game folder.

See if you can submerge, with no periscope, and fast forward away. I think you can also change the time compression value, as banryu mentioned, in sh3 commander for "enemy ship spotted" or "when being hunted" (one of those two settings). I also suggest increasing "when near land." If you don't have sh3 commander (i recommended you do) i believe the values are in the sh3/data/cfg/main.cfg file. but double check what value is which for in that file as i'm not very technical with that.
