crew transfer

I asked this question in the help portion of SHO; however, I don't seem to get a response that works. I am told to go to manage crew; but, the transfers seem to be only one way from depot to boat and not boat to depot. Also Do I have to buy new officers each time I get new boat? Seems like I should be able to transfer the crew to the depot and then transfer them to the new boat. Thirdly if I decommission a boat do I get anything out of it?
