GOG sells the best version of the "classic" Fallout titles.No editing and they are much more mod/update friendly than the Steam Versions.
I already have them of course.

Just a heads up, there's an ownership issue currently going on with Fallout 1, 2 & Tactics with a small possibility that GOG maybe instructed to 'remove from sale'. If this should happen GOG can (not will) remove them from user libraries (other games have met this fate on GOG).

@Lionclaw - No go. :( I can find various references to windowmode in some texture mod packs but nothing that affects the vanilla game, even D3DWindower fails and crashes.

I run FO1 in Win7... FO2 took a bit of tweaking too...
First off...go here for anything you need No Mutants Allowed (http://www.nma-fallout.com/)
I can't find the link on how to run the non-Steam version right now...but spend some time around NMA and Google. There is a way. It involves the Hi-Res Patch and stopping the explorer from opening when you start the game.
EDIT: What I did here for FO1...I didn't write it down, but I just dl'd the TeamX 1.2 patch and teh Hi Res Patch...also made a batch file to run the game with:
taskkill /F /IM Explorer.exe
falloutw.exe
Start explorer.exe

You can run in windowed mode if you have the Hi Rez patch I do it all the time.
Non-Steam you can launch it via the game .exe nice and easy.I also have Fallout Fix it for FO1 it is the same way and it has its own .exe.
Steams bigger issue is with the Hi Res patches you can get the funky color thing(which is fixed by simple Alt+tab) with GOG that almost never happens.
For FO1 I run Fallout Fix it FO2 I run its version of Hi Rez they are gonna make a Fix it for it at some point.
Fallout Fix it has Hi Rez and amongst others it says "Alpha" only because it is always being added to http://www.nma-fallout.com/forum/viewtopic.php?t=57362
For GoG just go to the forum section it lists what to do which as I recall is nothing just follow the basic instructions for any patch or mod no other tweaking needed unlike Steam.Also install the games out side of program files but I hope that this would be common knowledge.

Nevermind found it if you have a copy from GoG all is good you just may not be able to buy a copy after the end of the year when the deal with Interplay is ended and then Bethesda agins full rights and must agree to new contracts.Still not bad idea to have an extra copy just in case they completely remove it.I know that steam has removed titles but still kept the titles in the data base for those who had purchased the title in the past i assume that GoG can legally do the same so long as they stop selling if Bethesda chooses to be jerky.Hopefully they will choose to keep allowing sales of them classic titles.
