I think i know the answer but thought I would check. When in 100% realism, you will only find a target when you see it right (or radioed by another sub or bdU)? If i am surfaced and have the max watch on the bridge can I still run at max TC and they will notify me when they see a target?

Theoretically, your watch crew should report every type of contact in visual range irrespectively of difficulty settings. However if you use too high TC, you might be woken up from 'hyper-sleep' late, especially when in low visibility. On the other hand, over 256x compression aircraft don't usually get materialized by game engine because of their high speed. A good choice would be not to exceed 256x TC so as not to miss any possible contact.
Not really. The positions of all the units in the game are updated every fraction of a second. (Probably every screen frame update) When time compression is used this time period is obviously enlarged. With maximum time compression these update steps might be so large that even the relatively slow merchants jump deep into your detection range. Depending on their angle of approach they might even jump across sections of your detection area.
The realism setting has no influence on this.
Keep time compression moderate to get early warning of units on the horizon.
Also keep in mind that the hydrophone has the largest detection range, if you listen yourself when submerged.
