Please bear with me.... I am a returning commander but with 2 years of rust.
Running GWX3.0 Gold and SH3 Commander (of course.) When I start a career, I want a VIIB out of Willy... but no longer getting that option for Sep 39. Did something change while I was away? Searched the forum but didn't see it.
I sure as sh*t aint going out the Kiel Canal every time... and I hear locks have been added on it!

When I choose the 2nd or 7th Flottilla in SH3Commander, September 1939, I do get the option of getting a VIIB. You should see this:

But are you getting assigned to Kiel or Wihelmshavn? I used to take VIIs out of Willy, but perhaps there has been a nod to realism that I have missed.

Oh yea. You're right. Now that you mention it I start remembering stuff...
I do think you need to mod the boats to the 1st Flottilla. There was some kind of discussion about modding type IX's to the start of the war. The procedure is similar for type VII's. Unfortunately I can't point you to the thread  Maybe you can find it through search...
If you have IT skills you can edit Flottilla.cfg yourself. Basically you just copy the part about 2nd Flotilla's VIIB's to the 1st flotilla section.
Edit: I had a look at SH3Commander and apparently you can edit the files there. You don't have to mess with the files in the game.

What subs are available? I had to edit in the Type IX, and the Type II is only available at Kiel, so what is at Wilhelmshaven (2nd Flotilla)?

I am fine with modding some, but for the life of me I cannot remember doing specifically this (modding to get a VII at Wil in 8/39) when I was playing SHIII before...
Generally, I never mod to get a boat or equipment early, unless timing was simply wrong in the original game, so I must just be forgetful.
