Given that Uraguay has become the sole nation in the world having legalized marijuana with national regulation legislation, and Eric Snowden previously rejecting Bolivian and Equadoran offers of asylumn, should Snowden's asylum in Russia be contingent upon his travel expenses to Moscow being paid for by either, New York City; San Francisco; Baton Rouge, La.; and Fort Lauderdale, Fla., or the Hawaii Department of Human Services "return to home" programs respective of the aforementioned cities and state that afford homeless within their jurisdiction having provisions that include: one-way ticket on either airline or cruise ship, pick-up and transportation of individual and their personal belongings to either airport (or cruise ship port), and an orientation (regarding airport security and how to ensure proper hygiene)?
