They have started to announce small pieces of info about content of the coming major overhaul which will be released this summer, but just has been delayed by 1 month. I start to copy the news items as they come in over the coming weeks.
* Obviously, the graphics engine is a complete replacement as far as the environment goes. Now with moving sun, moving clouds, full day-night cycles.
* Missions in progress can be saved, both online and offline. They will be saved as new scenario files. MP missions can be finished in SP.
* 24 new playable weapon systems.
* 4 old vehicles with new stations added.
* 2 more old vehicles receiving what they called " major functional updates", one of which is the CV-9030
* more than 2 parties. Additional parties can be neutral civilians, or hostiles looking like civilians.
* scripting to tow vehicles possible.

Confirmed intention is to release more regular and detailed info from mid-May on, and they link that to the intention to start doing so 6 weeks ahead of the release.
Which would mark early July as the likely release date, if beta testing goes according to plan. Which it often does not, every SBP player knows. :)
If I interpret some earlier indirect comments from some weeks ago correctly, the update is so substantial and voluminous (version number also jumps from 2 to 3) that this time the price will be higher than just the usual 25 dollars players got used to from the past two updates.

* Mounting and dismounting of infantry now can be scripted. Waypoints and routes feature according options to toggle. This allows - amongst other things - for more control over infantry mounting or dismounting with their carrier on the move.
* Helicopters now indeed do land to release or pick up troops. They now can be scripted to land.
* Minor sound changes (with a major sound update package planned for the second-next update).

Ssnake (director of eSim) became more specific about how the option for civilian pedestrians functions. He explained that there are...
... source and drain zones, and assigned clone actor pools. The clones will appear in the source and automatically move to the drain, then being returned to the pool of actors (think of "extras" in a movie set who may receive different costumes and will just create the impression of a busy street with no talking role). So, to create a busy village you simply create a region around it, declare it to be both the source and its own drain, set the number of characters that you want to see simultaneously, and you will see them appear and wander from one random spot to another in the village.
Of course you can have multiple drain zones for each source, and you can set conditions when to start and when to stop spawning the clone actors.
Randomizations also are possible.
From now on, ROEs to actually protect civilians will be a part of the SBP world.

They have started to implement weather variables. However, this is a work in progress, and the animations for weather (rain) they will not get done until July. But the variables being calculated now and affecting projectile physics and drift of smoke screens, are:
* Dynamic change of visibility
* Crosswind
* Temperatures
* Barometric Pressure
Right now, temp and pressure won't do much. But it is being worked on. Completion, and weather animations will follow in a later update.

Slow news currently, so maybe even minor bits are welcomed:
it is confirmed that in a release after 3.0, not only new sounds but surround sounds will get implemented. The basic engine for it already comes with 3.0, but then to no effect. I is preparatory for the later implementation of the new sound files.

FINALLY! After 7 years - by this screenshot I say it's formally confirmed:
* M1A2(SEP) finally playable! (before it only were the M1A1 and HP)
This is great news for my taste, I really waited for this. I avoided the Abrams mostly, due to the inferior commander's position (compared to Leopard-2). Firecontrol also is inferior to the Leopard-2, but one can adapt to it with some practice.

Sorry, it's only the update for those already having a license. Price for the complete new package I do not know, but certainly significantly above 100.
I assume that is the reason why they have smile price time for the full pack 2.6xx currently, which will last until the upgrade is released.

It's not in the budget atm. I know you'll tell me that new games are 60$ and you go through your little equation....but I can't.

A separate thread reminds people that most vehicle models got updated. As a consequence, most old vehicle skins that modders have created and that people have collected, will not work without showing visual artifacts. The official advise by eSim is to delete the skin folder completely before installing SBP 3.0
Regarding old scenarios, eSim has reiterated their intention to leave old scenarios functional, although this obviously cannot be achieved without the need for minor modifications. The sim in version 3.0 brings new features and changed functionality details. These differences need to manually checked for and, where needed, corrected for existing scenarios. But in principle - old scenarios remain to be playable. This need is not different to earlier SBP upgrades.

A dozen of the oldest buildings in the SBP library have received a facelift.
I believe I also identified new rubble structures, but I am not certain on that point.

Screenshots from dusk and dawn released today show - to my relief - that the light conditions do not shift the colour palette excessively into the comic-styled hysterical red or violet, like so often to be seen in other sims (and the pink sky in current SBP 2.6xx as well).

They have started with gradually replacing older buildings with new 3D-models that have inner spacings, open 3D windows and internal walls. This swapping of buildings will continue for the forseeable future, I understand. Plans are to have them ready for some so far unrevealed future features from 2015 on.

Me thinks with the - so far unplayble - M60A3 and Leopard-1 in four versions, the T-55, T-62, four T-74, T-90, Leopard-2A4, M1A1, Centuiron, AMX-15, and several cold-war era APCs for both sides, one can now set up some really nice cold war scenarios without abuing improvised vehicles types as placeholders. And some more cold war stuff maybe coming.

On a side-note, Cobrabase has an extensive Youtube channel, 140 videos about SBP and tank-related stuff. He did two well-done explanatory videos where he compares the Leo-2A5 with the M1A1HA, and the frightening (in its time) frontal armour of the T-80U with Western weapons and Western tanks. I think he misses or ignores two or three points in the M1-Leo2 comparison, but in general I think he really got the stuff nicely and correctly together. Maybe there will be something like that for the Leopard-2A6 and the M1A2(SEP) in the future, I would really know what he has to say.

Yet I think completely otherwise! T-80U frontal armor data are bad joke because this tank has second generation ERA called K-5 atop of its basic armor. But this comes with two main drawbacks:
- K-5 does not constitute any reliable defense against more modern APFSDS (KE) 120 mm rounds
- not all frontal T-80U arc is covered by Contact-5. It has better coverage than T-72BM/T-90 family of tanks but far from being perfect
I don't know if SBPro guys will finally implement proper ERA - tandem HEAT warhead interaction but lack of this feature makes all T-80U and other ERA equipped tanks very unrealistic vehicles in this game.
Anyway T-80U tanks appeared in larger (but not very large as older Soviet tanks!) numbers in the late 1980s. In this time US Army introduced tandem ATGMs of TOW-2A type (armor penetration ~800-900 mm RHA behind ERA) or even more potent top-attack TOW-2B missiles. So T-80U armor was not sufficient against best anti-tank weapon of American mechanized forces even then. As for Western tanks I would say if K-5 is not well suited to defeat more modern Western 120 mm APFSDS rounds, T-80U tank has to count only on its basic armor. It is not significantly "thicker" than T-80B frontal armor being in 500-600 mm range vs KE rounds. In sum at 1.5 km range 120 mm Western tank guns could destroy T-80U using M829A1 (IOC 1990), M829A2 (IOC 1993) and not fielded in Germany DM43A1 (R&D 1993) contemporary KE rounds with quite high probability, however HEAT rounds would be much less effective. Of course now T-80U is just sitting duck against modern Western APFSDS round of M829A3, DM63, M338 types.

Technical director of eSim wrote on July 4th 2013 in the eSim forum on the issue of Russian reactive armour bricks:
"No, they are functional. That does not necessarily mean that they will defeat all incoming RPGs. (...) Tandem warheads will of course ignore ERA surfaces."
Just the visual effects of ERA exploding are not shown so far, afaik. But the use of a mathematical model to simulate first the ERA and then the solid armour getting struck by a shot has been confirmed already several years ago, it's been like that since quite a longer time. Some T-72 versions in the sim also have ERA since longer time now.
Cobrabase all in all got the general assessments right, I think. The beyond the speed of light-superiority of 3rd generation uran ammo versus latest German Tungsten he probably overestimates a bit, how it was with Tungsten and first uran generation in the 80s I do not know, SBP statistrics project a greater difference there indeed than with the latest generations of both rounds. Latest Tungsten rounds fired from the new L55 in Leo2A7 and -E almost match or even surpass the uran 3rd generation fired from the L44 used in the Abrams in penetrating power. Also, late time contamination of soldiers moving on an uran-poisened battlefield that he lists as a bonus, is tactically worthless, since the degrading effect on health sets in - if it even effects troops - not before the war is long since over. That the local population suffers from it due to long-time exposure, is something different, but tactically also uninteresting. My biggest issue with him was the comparing of reloading the ready rack. While he has a point in that the M1 can reload under fire and the Leo must swing the gun to its five o'clock position and thus offering two most vulnerable sides at two directions, he does not lose a word on a.) the influence of manouver tactics taking that into account, and b) the Leopar can reload the ready rack from the hull storage much faster than the M1. He should have assessed these factors in more detail against each other instead of comparing them completely.

Volcano, eSim's sound wizard, indicated that July 4th is not engraved in stone as a release date, but that it could also mean "not before that date". Early orders are still not accepted, with less than 2 weeks ago until that date, so I tend to think it could become later indeed.

The normal dongle license update will cost 40 $US.
New license models that do not need a dongle are being introduced. These are time-limited and bound to the hardware (they cannot be transporeted to another system).

It got indicated that there is a simple "campaign" option implemented now, it combines several preset missions in a linear fashion through which the player progresses in kind of an event tree. They call it "operations".

I picked up a post saying that the release has been delayed until Octobre. Found no official confirmation, though.

They cleared it up a bit. They are working on bug squashing and say they are short to the end of that now. They then will see if certain more advanced particle effects could be implemented within just a couple of weeks. If it is more complicated and time consuming, then they will release the bug-squashed version "as is" without these effects, and probably soon, and these effects will be part of a later update. If they calculate the time needed for implementation to be limited, they will delay by those few weeks and then release it all in one pack, with these effects.
The words to note are "couple ofl weeks". So yes, it could become October or so indeed.

Like other weather-related details in 3.0 mentioned before, this for the most currently is cosmetic only, a first implementation of a new feature. Will be adressed in more detail in the future.

A patch repairs existing stuff (bugs). An upgrade adds new stuff or significantly improves/replaces existing stuff (the new graphics engine for example). SBP 3.0 adds roughly 50 new platforms to the already existing 100.
However:
The changes in the particle system they planned to implement, caused much greater efforts than they expected, due to the age of the code SBP still bases on, and they cannot complete the task within the scheduled timeframe. They said three days ago that therefore they will prepare it for a later release, polishing up a bit the existing, old system and use that in the now coming upgrade. Word is they plan to release within the next month, at least they said they do not want to work another month over it.
To shorten the wait, you can kill time by staring at this image. :D It is the Bradley in SBP 3.0.

New license 115 dollar, update license from earlierr version 40$, second license 25$.
At the time of typing this, the figures translate into 85, 29.50 and 18.50 Euros.
1-month license (ideal for testing) is 9.50$. They also offer 4-months and 12-months licenses (24.50$ and 39.50$)

I've played SP Pro not lastly...are there good new scenarios available, especially for the 3.0 features?

The new codemeter license gets loaded onto the dongle you have. Two points there to watch out for:
First, that part of the deal is in the hands of Wibu, not eSim. Wibu builds and programs the dongle, and is maintaining the licensing stuff.
The licence update needs either Java installed, big shame on Wibus incompetent programmers to depend on this sky-wide security hole, or you need to do it manually, and for this you need their server and customer service which all is offline over weekends v thats why some people are left stranded after buying this weekend. Bad release timing by eSim, I'd say. The manual procedure is tricky since the whole thing has been complicated by using virtual sticks as well, so I strongly recommend to visit their forum which holds a sticky thread about it. My rig has completely broken down currently and so I cannot judge it first hand so far. By what I read the procedure could turn out difficult for some. Get advice first before starting.
Second, the dongle may need firmware update to 1.18 if it is one of the old ones, or 2.02 if it is one of the new ones. Updating the firmware is no problem and goes smoothly via codemeter control software I have done it myself in the past and know this by experience. If the software lists no update beyond 1.18, that is okay then.
Oh, and the scenarios. 2.640 already had plenty on board, and there are several hundreds available in their download section. Its all easy to design your own as well, even quite randomized, complex ones. For 3.0, there currently seems to be not too much around, meaning it makes explicit use of the new features and platforms, but one can take it for granted that old ones will be modernised quickly by the community, plus you can easily do it yourself, too. I see no argument and reason for concern in this regard. The SBP is the best editor I have ever seen - lean, elegant, and extremely powerful. eSim said that in principle all old scenarios will run, maybe with only minor adjustements.
