I have had 2 missions where I have been ordered to recon and photograph enemy shipping. The first one in Rabaul I pulled out of due to too many DD's (I'm a nubie and that was a bit too big a challenge! I got sunk 3 times after saving and replaying the mission), the other one was at Melekeok. This one was a bit easier and I got in but I couldn't seem to get into a position where the game allowed me to take the shots. I was well inside the harbor but there was no dice with the camera.
Any suggestions? I am playing TMO.

I have no idea if TMO changes this but if i remember correctly, you have to be close enough so you can see the targets and looking through the observation periscope, an icon on the far right should light up. Its been a while i've seen a photography recon mission so i might be mistaken.
An other option would be running the Run Silent Run Deep campaign. IIRC US fleet subs were never ordered to carry out photography recon missions and is historically inaccurate. RSRDC removes those missions altogether.

You have to lock the target, doesn't matter which one, then you can make a snapshot..
