I must be seeing things for the first time due to graphical glitch.

Oh good grief! Don't you know anything? Just modify the TDC to mess with their supercomputers. If that's too complicated a good abacus should do the trick.

Most probably I managed to alt tab the game during weather change (you are able to observe weather change with H.sie fog warning option ON), which then gave this effect in game. Moreover I saved the game during this glitch and after reload the same glitch re-appeared, then it vanishes only on complete clear sky, but comes back if the sky gets cloudy again.

This is what I could come up with during my repeated testing on this matter.

I hope that sorts it out. Sometimes the reasons for these things aren't obvious, if there are reasons at all.
