They are taking it all too hard, this is ridiculous.
Classic: You drink, hard, and then you will get some information, and maybe even become friends.
When you are invited or have a meeting with other nation's navy people you certainly have to have a toast and drink. This is especially true for the russian Navy.
So if you are not prepared to drink and become acquainted (necessary conduct on official russian meetings) with high ranks of the other side, you will not come very far, be an embarassment for your own Navy and better stay home.
If you really want to know what is going on, you better do as the romans do. Almost all russians i met want to know what kind of man you are, before they tell you anything, let alone permitting becoming something like friends. This, is a test, and whoever quits will not get a chance again. This man certainly won't get it due to his own superiors.
Who is in charge of intelligence and rule of conduct for the US Navy ? Seems this man (?) is not well-informed.
I think some high brass is taking this to the extremes, the Russians never were politically correct almost Nazi-like as the new US Navy seems to be.
We have a large scale Reduction In Force (RIF) going on. Any blotch on a serviceman's record is going to be the end of his career.

I'd like to believe you were wrong but I suspect you are correct in, especially in these challenging times.
