When you go to the messages, I think this the forth button. I've never seen anything in there. Does anyone know what this?

It works in the U-boat career. It allows you to call in support such as a search plane, a destroyer to help you with a target, etc.

Thanks. I was hoping it gave you some type of special repair or detection abilities on the US side.
