Stupid refuels

Well, I finally got the balls to turn on limited fuel, and what do I see in the description? "This also makes refuel submarines unavailable." WHAT!!! Are there any mods ( Apart from TDW's patcher ) that rectify this problem?

I guess thats to do with the vanilla campaign . If using OH2 campaign mod then it shouldnt be a problem . I might be wrong , but i doubt it .
