officers bar

When i am looking at the tutorial from stoainm`s here (http://www.youtube.com/watch?v=VRwoO_2pQr0) i see that de officers bar at the bottom different is than my version. I am using: NewUIs_TDC_7_1_0_ByTheDarkWraith.
Can i change it whit the option file editor?
I like that one very much.

That is because when Stoianm made this video he was using an older version of the UI. And I think he is using The Magnum Opus mod perhaps(still an old version). Anyway, in short. No you can't change the layout. it's fixed in the mod's code, and things change in every new and upgraded version.
