Although reported in local media, there are some suggestions from within Egypt that the plans do not exist and were merely seeded by journalists loyal to ousted President Hosni Mubarak.
The thing with the daily mail is it does the "OMG looky horror shame scandal" spiel but in the end actually says nothing of any substance on the story it is headlining.
If you look at the actual "real" story on this it is quite funny.
Amro Samea has gone right off on one and not only made made self contradicting claims but has used sources which would be laughable even by the Mails standards.

The basis for allowing sex with´little children and sex with dead wives in the first 6 hours after death is not the Quran, but some content related to the Sharia (which is a more complex thing than just a penalty code book). Islam hold s a very petrified, abusive sexual morality that gives men all excuse to abuse women, but claims women as responsible for men's aggression and charges. At the same time, the natural drives are heavily supressed and put in chains and hidden away in a dark, god-forsaken corner of men'S mind. The extreme and very obvious hypocrisy in Islam when it comes to sexuality, is the result. Mind you, the top ranks in the list of how much pornography is consumed in various countries, is led by Arab and Islamic countries. ;)
The patriarchalic tyranny of fathers that may dominate families by dictatorial rule and supressing their sons even when they are young adults and young men, but being forced into the hierarchy that demands them to kneel before their fathers nevertheless, also plays a role - not only in certain Arabic and Muslim places, but in the tribal cultures of much of Africa as well. Such sociological factors most of the time lead to scenarios of violent uprises and genocides that often get covered by the label "ethnic tensions", racist supressison and discrimination, or sexual abuse and supression of females.

The question I have to ask myself is... who would WANT to have sex with a dead body? The sicko raping children - is not only dmaaging himself, but also an innocent victim, so paedophilia imo ranks even worse than necrophilia.
Ayatollah Khomenei even went further and said that a man may seek and find sexual pleasure from sexual manipulation even of babies, as long as no genital penetration takes place.

Maybe the guys there are just used to it? After all - female circumcision has a long standing history in Egypt..... And few Western men know how to reach the internal nerve endings, which is why most women have clitoral orgasms only - compared to vaginal ones. Without the clitoral nerves, I could see women in Egypt not being very "active" in the bedroom....

Whether this latest in a row of such calls over the years, is true or not, I am no longer certain myself anymore, but note that I say: "the latest in a row of such calls". Use Goggle. You can find many example from the past 20 years or so.
The link is not to the Quran, but to Shariah.
And it matters a whole damn lot whether a countryx is governed by Shariah or not, mapuc. ;) Islam is basing on Quran and Shariah, leave the one or the other out of it, and we talk about a Western brainchild maybe: but not about Islam anymore.
That is not open for interpretation. Some things make no sense. Calling red "blue". Imagining christianity without a Christ. Making a law without tools to implement and control it. A dictatorship without supression. Calling electrons and neutrons a chemical element. Calling totalitarianism humane and liberal. Or imagining Islam without Sharia.

That you still have a problem in the story being fake is no surprise as you have a habit of simply inventing fake stories yourself on the subject or posting links to loony blogs that are making up stories.
