VIIC not available

[Osmium Steele]

I am currently in January 1943, and the type VIIC is not available in my upgrade screen.

Basic.cfg shows that it should be available.

Name1=VIIC
Month1=4
Year1=1940

The IXC upgrade showed up on time.

I'm sure I changed something somewhere, but have no idea where to look other than Basic.cfg.

Any ideas?

It could have something to do with which base you're stationed. Not every base used VII's.
