Well, honestly, this is really only interesting if it can be demonstrated that every one else born there in 1889 has complete birth records.
I would imagine back then, there were more than one baby born without being registered.

Chaplin was interred in Corsier-Sur-Vevey Cemetery, Switzerland. On 1 March 1978, his corpse (http://www.subsim.com/wiki/Corpse) was stolen by a small group of Swiss mechanics in an attempt to extort money from his family. The plot failed; the robbers were captured, and the corpse was recovered eleven weeks later near Lake Geneva (http://www.subsim.com/wiki/Lake_Geneva). His body was reburied under 6 feet (1.8 m) of concrete to prevent further attempts.

The previously secret file, released Friday by Britain's National Archives, shows that MI5 investigated the silent film star in the 1950s at the request of U.S. authorities, who had long suspected him of communist sympathies. MI5 historian Christopher Andrew said the FBI's red-hating chief, J. Edgar Hoover, privately denounced Chaplin as "one of Hollywood's parlor Bolsheviks."
Chaplin was friends with at least director Grigori Aleksandrov, who applied Chaplin's example in some of his films, and even made a very direct reference to Chaplin and his problems with the studios in his film Tsirk. I wouldn't be surprised if such connections would have been more than a reason for some people to start suspecting his sympathies.
