The fact that people believe that there is a "Hacker gap" between the US and China really baffles me.

I know of a personal example that kind of demonstrates just exactly how poor cooperation between the different departments are in china

On a webmaster forum a few months back, this event caused quite a bit of commotion. There was a post talking about just how poor the communication and cooperation between different departments are in china.

So there was this webmaster posting about how his site was banned because the "unhealthy content" (read: porn)
The ministry of culture caught his website, and sent him an email, warning him to remove the content or shut down the site within 2 business days.

He kind of just ignored the email, and it took the ISPs more than 3 weeks before they banned his site.

After the site was banned, his hosting company warned him, saying that they have received an email, about how the police will seize his servers. It took the police more than a month before they sized his server. During the time, he backed up his site (which was a porn forum), and his mailing list. During this period, he got himself a new domain name, and through his mailing list, told all the members of his forum about it. Practically, it means that his site was still view-able during the month before the police seized his server.

It took the police another month before they managed to send him the fine. And now, since he has backed up his site, he has switched hosting companies and is back in business.

This event became quite well known in the Chinese computer community. With people actually worried about the efficiency of the so called "Elite internet police", and how inter-agency cooperation is horrible. It almost seems like the local police departments are dragging their feet on purpose.

and finally, to add insult to injury, it turns out the the Chinese internet police apparently have "porn recognizing experts", whose sole role is to "view and assess confiscated material".
