Not in the stock version of the game but you can download a mod which generates lifeboats after you torpedo a ship :)

Just be careful when using a multiple mods, especially a combination of The Dark Wraith's NEW UI and Open Horizons II, in that case I have been known to have CTD's because of the lifeboat mod. Not all mods are compatible and it's tricky to find a right balance.
