Given all the openly admitted crazy loon "regime change" schemes and proven acts of state sponsored terrorism then you cannot simply discount Hugos claims.
But at the same time hugo is a leetle crazy so maybe he is just being mad when he says the terrorist supporting crazy loon scheme regime changers are out to get him.

The earthquake gun is real, but it is more of a ray type thingy.
