25000 renown, why haven't I been promoted?

Hi guys,

Sorry yet another ranking post. Im playing stock SH3 with no mods.

In the basic.cfg file it shows the following:

RankLevel0=0; SCORE
RankLevel1=5000; SCORE
RankLevel2=15000; SCORE
RankLevel3=25000; SCORE

I presume rank0 is your starting rank of lieutenant jr, rank1 lieutenant sr, rank2 lieutenant commander and rank3 as captain.

Im currently a lieutenant commander, i have 27000 renown however i haven't been promoted to rank level 3. Is there some other requirement that i need to be promoted or something?
