Constant stutter only while turning outside the ship

For some reason, whenever I'm walking around on the conning tower or the outside hull of the ship, I get a .5 second stutter every time I turn my viewpoint, and sometimes when I'm walking forward.

If I'm inside the ship, I don't get this. I don't get it in the periscope, or when I man the deck gun (both third person and zoomed mode). Nor do I get it when flying around the ocean in the free cam, even if I put the camera right next to my sub. I only get it when I'm walking around the hull of the ship.

Does anyone else have this problem?

I'm running:

i5 2.66 quad core
Windows 7 64 bit
4 gig ram
6850 1 gig w/ latest ATI drivers

I was having stuttering issues with my gtx560ti which basically made the game unplayable ,found this in a search for stuttering and it solved my issues right off :up:
