Crew on deck MOD ... ?

Is there a MOD that shows the crew on deck prior to a patrol ?

not off the top of my head. Did you go to the Down Loads section and do search of 'crew'?

Aces made a mod that allows you to order the crew on deck (and order them off the deck again) using Shift+D (and Ctrl+D).

It's included in his latest SuperTurms mods but there is also a standalone version:

Save the Watch Officer isn't there always at least 4 crewmen manning the deck at anytime? Even if you try to remove all 4, once you move the 4th one down another 4 pop right back up.

Wow, not that is really cool. Would be great to pull into port like that sometimes when I've had my hull torn to shreds and the camouflage is all gone and there's impact holes from shells riddled about the hull.
