Something weird here

When the disk is on the horizontal ring and is moving around, he stops it twice with his finger 1:18 and at 1:24.

But at 1:31 it stops again but then he moves his finger to the disk after it is stopped. It appears that the disk stops abruptly by itself where as before he stopped it with his finger.

What makes the disk stop at 1:31?
