"Relieve The Watch" (File editing question)

Does anyone know how to change, or set when "Relieve The Watch" is to take place?

"Relieve The Watch" should take place 15 minuets before the hour. It doesn't in the game, and I hate it when people are late for watch! lol.

I thought there might be a file entry or script I could edit to set it for 23:45, 03:45, 07:45, and so on.
