Could the Mexican Government consider this an act of war, in the latest developments of fast and furious, did U.S Government use taxpayer money too buy weapons and directly sell them to drug lords ??????

Considering mexican drug cartel money keeps government officials living in the lap of luxury, I don't think they'd mind too much.
On the other hand, mexican regular army units making regular excursions into U.S. territory is a reason for the U.S. to set up a 200 mile no go zone on the other side of the border.

If the President invokes that, he would pretty much be admitting that he gave the order and would be promptly impeached. At this point in time, there is no hard evidence that this goes beyond Holder. We know that "the White House knew," but there is a long way to go between that and the President's actual involvement.
