This is Tokyo, or better, the sewers of Tokyo. They built them like this to enable them serving as a rescue measure in case of floodings during typhoon season.

Another candidate for that would be Hashima Island off the southern coast of Japan. The island was populated from 1887 to 1974 as a coal mining facility. Mitsubishi officially announced the closing of the mine in 1974, and today it is empty and bare, which is why it is called Ghost Island. Travel to Hashima was re-opened on April 22, 2009 and the apartment blocks and other concrete structures left there after 35 years of abandonment look positively haunting. Would be a good setting for a dystopian sci-fi flick. Frankly, it looks a bit like a nightmarish version of Fritz Lang's Metropolis.
