Help! Game world completely empty?

After coming back after 5 years I tried GWX gold, and it seems good, but the game world is completely empty.

There are no other ships except me, I can sail around on the surface into scapa flow and even the Thames :DL without seeing anything or anything attacking me. The channel is also completely deserted.

In addition to GWX gold I'm using Radio messages lite and disabled french messages.

Edit: Oh, and I started in 1939 in 2nd flotilla and the war has started I think, the city names in Britain and France are red.

Go to the JGSME ModEnabler and look which of the campaign files you did enable, please.

Switch off Black Sea and Mediterranean...

Check you have neither the Idian Ocean or Baltic Sea campaign mods enabled.
