How to send a contact report?

So i spoted a convoy and i want to send a contact report to see if a AI wolfpack joins, do i need to have a ship locked in the UZO to send it sucessfully or i just look to their direction and sendd the contact?

As soon as my lookouts start sweating it and telling me that a convoy is in site I send the contact report. I don't target a ship or anything. Im not sure if targeting a ship is the right way but Ive gone in and taken on a convoy and would see other ships sinking as well @first I thought could be cause of collusion's , tho maybe it was another uboat attacking. :hmmm:
