That's a good guess, and probably safety concerns since Europe has a somewhat higher population density.

That's a good guess, and probably safety concerns since Europe has a somewhat higher population density.Well think about it. If you launch from land all kinds of rules come into play- Launch in international waters in a designated firering range used by the navy and all is simpler :)

Launching from land is extremely problematic. They are even playing with the idea of building a much bigger platform and doing all the launches from sea :D
