Over the last 20 years I've played Harpoon, Fleet Command, Warship (a very old and cool DOS title), Carriers at War, and a host of other naval combat sims.

I'm not really looking for glitz and pretties, although that is nice. What I am looking for is a "sandbox" type of sim that will allow me to create very generic fleets (red v blue for example) and do some basic naval combat with them; gunfire, torpedoes, aircraft, mines, etc. Quite a few years back there was a game that did this (it wasn't the Reluctant Admiral series) with some basic top down graphics, and despite it's low tech programming the scenario and database editing was good and replayability was excellent.

Like I said, pretty isn't a factor. I'm more interested in the tactics and the editing / scenario creation more than anything else.

Anyone have any suggestions for this kind of thing?

2 things come to mind: Matrix Games (http://www.matrixgames.com/) and Naval War (http://www.subsim.com/radioroom/forumdisplay.php?f=256).

Matrix has tons of games, though I'm not familiar with all of them. Good chance they have what you're looking for.

Naval Warfare is still under development, but promises to be a game like Fleet Command, albeit with some liberties taken regarding realism.
