in most cases mods are safe to install anytime but things that change the roster files or the campaign or the AI can be best to only install when in port to avoid CTD issues or corruption of saves

mods that change how things behave is what i think of as a guide to wait till im in port to install

small mods and mods about texture or environmental mods are usually ok anytime

in most all cases the mod maker will notify you in the mods "read me" file if it requires you be in port to install the mod
