Subsim Hi-Res mod for SH2

I cannot successfully make this update. The install package runs, but the configuration (1024conf.exe) does not run at the end. if i independently run
1024conf.exe I get an error message telling me to "configure SH before running this program."

Any help or hints will be appreciated.

You must at least start the game once and run it before being able to change the resolution. Or alternatively, you must click the config program in the game's main folder and set the resolution and graphic card, etc. In that program you won't see the option to run 1024x768, but later in the game options you will.
