Does Leningrad have anything to offer in GWX 3.0? (To sink ship wise, obviously)
No...
The odd small ships and destroyers up there and if your lucky you're get to see the Finnish air force slug it out with Russian destroyers. Over all not really worth it in my opinion.
The trip to Leningrad would be pretty risky. The Gulf of Finland was very heavily mined by the Finnish and Germans, to keep the Soviet fleet from entering the Baltic Sea and harassing sea transports between Germany and Finland.
Laying the mines was begun already before Germany attacked Russia and continued during the following summers. During 1943 and 1944 the gulf was closed with a submarine net too.
The Russians also laid their own mines, making the Gulf of Finland and the Baltic Sea the most thickly mined area of water during WW2.
I doubt this is represented in GWX, but historically speaking, a German u-boat would not have visited Leningrad.
Edit: I found some additional info on the blockade of the Gulf of Finland. The narrowest point of the Gulf is between Mäkiluoto Island, in front of Porkkala (just west of Helsinki) and Naissaari Island in front of Tallinn, the distance between the two being about 30 km. Two 4 x 4 meter steel submarine nets, nearly 30 km long, with a maximum height of 92 meters, were laid across the narrow point in 1943-1944. A total of 9000 mines were laid in the area too. In addition to this, Finland had four 12 inch guns (2 on Mäkiluoto Island, capable of firing across the gulf and 2 on Kuivasaari Island in front of Helsinki), as well as several 8 and 6 inch guns, to further discourage the Russian fleet.
