Is your problem SH4 or TMO?
If SH4 then check this: http://www.subsim.com/radioroom/showthread.php?t=150996
but main issue is to keep your SH4 away from Program Files folder. Make a Games-folder or so. Also recommended to keep away from system disc in case of a Win7 reinstall.
TMO is straight forward. Copy mod and desired optional mods to MOD folder and enable through JSGME. If your having trouble with this, that may be caused by you having SH4 install in Program Files...

Do I download all the TMO and JSHME to Game2 folder?

No, first you have to unpack your TMO download. Use 7zip http://www.7-zip.org/download.html
Once unpacked it's a good idea to move the documentation folder away from the TMOfolder.
Download and install JSGME into your SH4 folder. Run it once and exit.
This will create a folder next to your SH4\Data-folder named MODS.
Now copy your unpacked and cleaned TMO folder into the new MODS folder.
JSGME is found here: http://www.users.on.net/~jscones/software/products-jsgme.html
If you look in the documentation folder from TMO, you'll find a bunch of optional mods there.
Please read the TMO manual now you're there... and then select if you'll want to use any of these optionals.
Don't hesitate to report back if you encounter any problems!
Good luck! :salute:
/edit: don't forget the beta patch http://www.gamefront.com/files/17240111/TMO_20_Beta_update.7z/

Is it Event Camera you mean?
Doesn't that get disabled when you select higher realism settings? Can't remember as I never use that camera...
But if you mean the external camera, which is selected with keys , and . for next/previous unit, then these commands are disabled in TMO by default. If you want them back, have a look in the TMO manual for how to. To be found in the FAQ section...
Heck. Have a look in the manual under all circumstances. It's a brilliant piece of work!

I found the answer in the game it self, in the office with the map. All is working now and thanks again. Toggman:salute:
