Is it posible to generate a merchant or convoy during the campaign is specific point? I mean can we change anything in the save game to do that?

No, it is not possible to edit save games in this way. It is possible to edit campaign layers to make certain ships appear at exact times in exact places, but it is very time-consuming and complicated (i.e. you'd have to add every single ship by hand, more or less, into the scripted traffic layer, then send that whole traffic layer to the other person involved). Editing campaign files is also not possible DURING a patrol, or at least highly inadvisable. It will likely make saved games crash, unless the game is saved in port between patrols.

In other words, this would be very impractical (you'd be spending more time editing than playing), and also remove all element of surprise to at least one of the people involved even if actually done.

I did do this on a limited level back towards the end of WAW 1, when we had a few events/ships/resupply points that were merged into the game's scripted traffic layer and given to people BEFORE the start of a patrol. However that wasn't possible for routine sorts of operations like convoy hunting, which mostly come from the game's random traffic layer, the whole point of which is to make the game's traffic dynamic or at least unpredictable.

Maybe it will be more practical to create program to do that instead manual changing a campaign script. Let say first person spotted convoy collecting all informations and making a raport entering all needed data about convoy (time, location and convoy display) to external program. This program making buckup copy of campaign script, with you send to second player. If the second player use this changed campaign script do this generate a convoy on his campaign? And something like single game cooperation will be possible? And what is second player wish to send back damaged convoy to first player?
I do C++ programing so can do the program for that i think.

No, like I said, I'm almost certain that any changes to the campaign scripts in the middle of a patrol will make the game crash. Saves are notoriously finicky with campaign layer changes.

CCIP is correct.
We can not edit saved games yet.
So even if a program is writen to capture what you want?
It would conflict with a saved game.
Believe me!
I have been trying to decode the save game files for sometime now.
As did others before me!
Unless one of the Devs gives us the key to how saves are incoded?
It's still a LONG haul to break them!
I can export and import to SH5 but not figure out the saved games stuff!

So are you have any other idea how to simulate a wolfpack activity in the game?

Through series of single missions, each one edited based on results of a previous one. Or multiplayer matches. In a campaign, it's not really feasible right now.
