periscope stabilization?

the major problem I am having when doing manual targeting is because i have periscope stabilization off any movement in sea makes the range measurement not very accurate or totally wrong, because the periscope is moving so much.

is turning on stabilization not historical or did they have it in real life? what do you guys do about it?

No, periscopes certainly wouldn't be stabilized in real life. This is where things like stadimeters came in handy.

Otherwise, the really important thing to keep in mind is that tactically, precision in range is not extremely important, because the vast majority of your shots should be at <1km range, and likewise most shots are aimed at relatively slow targets. With those, you can afford quite some margin of error, actually. What you really need to be able to do at that range is get a good ballpark estimate, and usually even in the worst weather, you can get that easily. Take a couple of different measurements while setting up your shot, and see if they line up. You can also read up on using aiming methods like the fast 90 where range is almost irrelevant.
