We don't seem to have a copy at Subsim Downloads. If nobody turns one up soon, try this:

Get the Das Boot Sound Mod http://www.subsim.com/radioroom/downloads.php?do=file&id=978 and go to Sound/Speech/Folder 1. Copy all the files labeled 'Yes Sir', then paste them to all nine folders in your game Speech folder.

Or wait a few hours and I'll do it for you. :D
