I think its a locker for gear for Special Forces divers.

Its the right size for a few limpet mines or SMGs.

It looks like a storage container.
and it looks perfect for clandestine operations in the littoral areas. As TLAM said, minelaying. or special forces. It's obviously not made to duke it out with other submarines...

Exactly. Spec Ops and Minelaying are the top missions for midget and small subs like this.
The Ghadir maybe effective against shipping or a warship in real shallow waters but it stands no chance against coordnated ASW operations.
