Even despots want to be remembered fondly....

While he's busy, the army is in a get rich quick scheme...

You might be onto something there.
What he needs top do is go to an old folks home where there is people with Alzheimers and give them a nice bunch of flowers.
OK it won't work long term but if he does it often enough one of the patients will for a short time remember mugabe doing something nice.

Nobody could carry on their shoulder guilt from wrongdoing or bear the burden of thinking he is a bad person.

Make no mistake however evil a person he by all means including self denial and self deception and through making excuses and justifications no matter how ridiculous, view himself as a good person.

Of course those who are mature and great in character would seek repentance and forgiveness but most people are just too small for those and the higher the person social and political status, the smaller in character he becomes to be able to feel sorry and ask forgiveness. . . .usually

Welcome to the real world!

People are mostly irrational.
