They used to but recently the rain gear doesn't come on. I know about having to swap them out if clear weather changes to rain but that's not it. I had downloaded Evans uniform mod but didn't enable it. And when I go into the crew files the rain gear tga file is still there. Anyone having this problem?

I have this happen now and then myself. Figured the entire watch lost a bet... So far as I'm aware of the only mod I had that adjusts the uniforms is the GWX - No Medals on Crew one.

Whether or not your watch crew dons their rain gear, and whether or not you can use your guns, are both determined in the game files by the same line of data: the one that determines the cut-off point (in terms of wind speed, precipitation, etc.) where "good" weather becomes "bad" weather, to put it very simply.
The only way to make the guns available in "all weather" is to alter that line of data so that any weather state is still considered "good" enough to allow the guns to be manned. But this redefines what constitutes "good" weather across the board, so anything that also functions based on that definition - like whether or not your watch breaks out the oilskins - is affected as well. Essentially the All Weather Guns mod removes the concept of "bad" weather from the game for any feature/function that relies on that same set of parameters.

Rgr that.....this was the trade off....oilskins or deck gun availability, not both.

Yes I was guessing it was ether Jimbuna’s mod or one of mine causing your problem :D
And as posted above it’s a trade off Guns or oilskins

Edit with notepad.
The file i mentioned is what controls when the raingear comes on, and as cited, when it is considered too rough to man the guns. The variables i dont remember exactly, but its VERY self explanitory. My suggestion would be to edit the storm factor (i think thats the name) to like..... 13 or so. Best compromise between oilskins and bad weather guns. Certainly not the default 9 or whatever the value was, and if set to 15, you'll never see oilskins unless its raining.

Good idea, I'm toying with the idea of doing just that next time I'm able to make changes. I dislike not having the crew don their oilskins no matter how bad it gets, but I would like a little more leeway on when the guns are available. :yeah:

The default is 7. I keep my Type IIs at 9 and everything else at 11.
If I can see the waves washing over the deck I don't man the gun, but I can still put someone on the flak gun up to 11. With wave height doubled that equals 22, and that's big enough for me.
